60 rolls of TP? The biggest packages I've ever found had about a dozen rolls. Regular grocery stores sell tp in bulk now too. But why split up a package of paper towels or TP? It's not like they go bad. Stick the extras on the top shelf in the bathroom closet.

I might consider a food club if I were going to order a whole side of beef, or a skid truck of soda, but I'm not sure how much you could save that way. Even the big giant slabs of provolone from Costco doesn't seem big enough to try dealing with splitting it up between families.

This is an idea that pays off over time and not all at once. You basically need to form your group and make sure everyone is willing to do it for at least one year. However, if someone wants/needs to leave the group, someone should be in charge of filling that vacancy ASAP.

My two kids eat enough to buy in bulk for ourselves. Maybe it's just us though.

This is a really cool idea. Buying in bulk can be overwhelming but splitting up the food--and costs--makes it really bearable.
