How Health Care Reform Would Impact You

Health insurance premiums in the US have increased in cost by almost 100% since the year 2000, a growth rate three times larger than wage increases over the same period of time. At the same time, one out of every three Americans is uninsured, or underinsured. Moreover, health insurance premiums are more than double for Americans than they are for citizens of the second highest cost nation, Norway.

These daunting facts leave little doubt that health care costs in America have spun out of control and the financial health of each American, and the country as a whole, is dependent upon smart health care reform. What’s not as clear is the right way to go about it. Details on the health care legislation currently making the rounds are sparse and very fluid at this point, but we’ll try to dissect some of the basics and how the plan may impact you if it were to pass in its present form.

What are the basics of the Obama Administration’s health care reform legislation?
So far, this is what can be decoded from the constantly changing legislation.

  1. All Americans would be required to be covered by health care insurance – either through out-of-pocket or government subsidy.
  2. A new health care insurance exchange market would be created. You can think of this as a gigantic group plan, monitored by the government.
  3. You can keep your employer’s plan, if you’d like (and they decide not to drop their plan for the cheaper exchange).
  4. Insurance companies would be required to provide a basic level of insurance for everyone who signs up for the exchange. Premiums cannot be increased for those with pre-existing conditions.

When would the reform go into effect?

The Obama Administration had been leading a big push to get a health care reform bill passed quickly by the Senate. However, the details and resulting consequences of legislation of this impact have stamped out that possibility. On Thursday, Senate Majority Leader Harry Reid (D-Nev.) announced that the Senate will not vote on health care reform legislation by the August recess, saying that it is “better to have a product based on quality and thoughtfulness rather than try to jam something through,” as reported by the AP/Boston Globe.

Despite the delay, if the legislation were to pass later this year under the same timeline as proposed, it would go into effect in 2013.

Who stands to benefit the most from Obama’s health care reform?

It’s unclear how the bill will benefit the majority of Americans who already have employer sponsored health care plans at this point. In theory, premiums should be decreased because the insured are no longer footing the bill for the uninsured. The reform aims to immediately help:

  1. Those without any insurance.
  2. Those who have paid for expensive individual policies on their own.
  3. Employees of small businesses that have trouble affording the cost of joining a group plan.
  4. Low income Medicare participants who are left paying for whatever is not covered by Medicare for their medical bills and prescriptions.

Whether intended or not, the legislation could also mean more profits for insurance companies by making it a requirement for all Americans to purchase an insurance policy, be it by subsidy or out-of-pocket.

How much is this going to cost?

The legislation is expected to cost $1 trillion over 10 years. Obama insists that it would be revenue neutral, meaning that it would not be an expense added to the budget deficit.

Who is going to pay for it?

The entire tax burden is expected to be placed on the shoulder’s of the very wealthy. Originally, it was to come from a surtax on American households earning over $250,000 annually. However it was recently bumped to those earning over $350,000, and even more recently, those earning over $1 million.

What will happen to my doctor?

Nothing. You can still go to them, and they’ll still be living large in the wealthiest zip codes in your locale.

Who is opposing the present version of the legislation?

  1. Republicans: This goes without saying, right? Any new taxes on the wealthy or are sure to meet Republican opposition. This legislation is no different.
  2. Democrats: Wow, really? Yes. Some of the more liberal Democrats, led by Dennis Kucinich, have been pushing for the addition of a single payer option. The United States is currently the only high-income industrialized country in the world that does not have some version of a single payer, public health insurance. Single payer refers only to health insurance and payments for health service being funded by a single public fund. Kucinich and others want this option to be included in the legislation.
  3. The Obscenely Wealthy: More taxes means less luxury goods and $900 bottles of wine vs. $1,000. Can you blame them?

    The bestway for some might be to get rid of all goverment ran programs for all the old people and the politicians and pay down the war deficit Starting with medicare

    You lie! It is untrue to say the new system will be paid for only by the wealthy. There are steep penalties for any citizen that does not purchase health care insurance. There are no such penalties with the present system.

    Mandated insurance is a gross violation of individual freedom and our Constitution. The leading promoters of socialized medicine would jail your fellow citizen for not purchasing insurance and paying penalties. Promoting unjust laws in the cloak of a so called just cause is a most despicable pursuit worthy of loud and angry condemnation.

    Pity the poor explorers, adventurers, and pioneers that came to this continent without the assurance of “free” health care, like the indigenous that preceded. Those so vociferously seeking unearned services on the backs of the most consistently productive people in history act disgracefully and dishonorably, and should immediately retreat in shame.

    To proponents of socialized health care,
    If you have the work ethic to rival the regard in which you hold yourselves, a regard so high that you absolve yourself of fundamental responsibilities and make your personal health largely the communal responsibility of all, you likely have some means to voluntarily provide for your own care and possibly even that of a few fellows, without the need to tax others. You heap the plight of masses, often plights of a self-inflicted nature, upon those neither responsible for such calamities nor promoting the questionable behaviors that may often lead to ill health.

    If you do not have the means to care for yourself due to disability, I wish you absolutely no insult nor put forth the notion that all disability is a consequence of ill living or poor choices of the afflicted. Additionally, I have witnessed repeated evidence that there are many disabled that strive mightily to provide for themselves, succeed, and often provide for others, even others most able.

    To those seeking free or subsidized health care:
    Exactly what citizens do you name as responsible for your increased state of need? Explain why your claims to entitlement are just, and why the compensation provided you should exceed that provided the average citizen traditionally?
    How are you more deserving than your neighbor?
    What prior actions have you taken as an individual to solve the challenges that face you?
    Why did these actions fail?
    If you are to receive the generous help of your fellow citizens, what will you do to acknowledge and repay this kindness?
    What makes your participation in society a reward for that society, as opposed to being a burden?

    Consider that the last is a question that may rightly provoke great fear in the mind of the individual, particularly when it is asked by government. Better for you, that this question be asked by those around you, those that know you, and your peers if you are an honorable citizen. Yet, you would further grant this pursuit of questioning the individuals’ worth to those that have empowered themselves to oppress us by strangling the public throat and raiding the nation’s wallet.

    I’d rather avoid the mandated purchase of health care insurance and be labeled a CRIMINAL than submit to the tyrants pretending to champion the oppressed.

    It is true that trying to push through a bill this quickly is risky and may be costly, but the need for a change in general is needed.
    It is also necessary for changes to made within the medical industry itself.
    Dr. Eva Mor is quoted as saying, “The administration of the existing health delivery system is bloated with waste and unnecessary cost. If information was shared by all providers of health services and all insurers by using computerized systems to store all medical records, it would cut costs and reduce errors that would save and improve lives.

    What we need in a health system is uniformity in pricing for procedures and services and modalities of provision of testing and procedures for diagnosis and treatment. By providing coverage to the uninsured, which initially will cost the taxpayer, it eventually will save us hundreds of millions of dollars.”

    She couldn’t be more right. The medical industry needs to be as much a part of health care reform as the insurance companies.

  4. Healthcare reform is long overdue. This plan sounds like it will benefit America for years to come. Healthcare costs are skyrocketing and no one wants to take action. Healthcare for all would decrease the overall cost for those who have always been insured.

    Get my jail cell ready. As soon as my free-market insurance premium rises due to government interference, I’ll be canceling my insurance and WILL NOT succumb to the government. Fine me… you’ll never get it. Put me in jail… you’ll be supporting me with three squares a day. Do you HAVE that many cells? Pass this (or ANY government intervention bill) and we’ll find out.

  7. Healthcare the world over seems much more of an illusion, for far too many people that need it. My company http://www.smilemd.com is right now securing doctors and dentists for voluntary free clinics, for all those uninsureds throughout the USA, who still will not have insurance coverage, even after the dust settles on the great healthcare debate.
    The irony of the issue that’s left out of these debates we’re fighting this very moment is that most people in this country die from viruses that are freely contracted. Whatever then will all your money buy you then?

    It is unconstitutional to force feed Americans to pay for a bill they choose not to take part of. There is nothing written in our constitution that states the this government has the right to use tax payers money to mandate health care for people who by choice willing to have a government given free health plan. As an American, I choose my own!
    Government can be sued for this!
    Since the 1930s, the Supreme Court has been reluctant to invalidate “regulatory” taxes. However, a tax that is so clearly a penalty for failing to comply with requirements otherwise beyond Congress’s constitutional power will present the question whether there are any limits on Congress’s power to regulate individual Americans. The Supreme Court has never accepted such a proposition, and it is unlikely to accept it now, even in an area as important as health care.
    Congress could evade all constitutional limits by “taxing” anyone who doesn’t follow an order of any kind—whether to obtain health-care insurance, or to join a health club, or exercise regularly, or even eat your vegetables.

  11. I have weighed this issue Health Care Bill vs. Constitution, and if a Political Party Gains control over a people because if the Health Care Tax Dollars, then it is laws with out moral value.
    You see when tobacco companies became under fire the laws were based on a moral value because of the issues within.
    The moral building blocks from Bill to Law is not supported because these Laws are for increase taxes and force pay against the people and a increase tax forum in a wide coverage stated to be in the best interest of the Country.

    So this is Health Care Reform at its best, please allow me to share a concept that will open your mind in a way never thought of for a United Forum Concept. At first I stood alone and I wrote my first blog and little did I know that thousands of people and companies stood by it,
    I have waited to see the issues of tax increase and health care, something that may be wrote by President Obama,
    You see a lot of what I write, is in fact that, I do not seek Political support because I do not belong to any party. As for President Obama and theses 60 people that hold seat of Government who wish to build 1900 page of law to Govern this system because of this Health Care dollar. I watch them stumble about without a clue of how to fix this failed system. To see into this failure, you must allow this system to be seen as a forum for dollars of taxes created as a constant as a yearly figure. This prediction of dollar for the future, is in fact what I call Artificial Intelligence built on the hope that taxes will stay a constant figure.
    To state it simple if Health Care Insurance Companies Unite and hand over this issue then the Officials of Government then they will have have no choice but to turn their eye to the companies of medication and medical supplies and hospitals and Doctors who charge cost that is the cause and effect of this failure within this system.
    This Health Care Forum we offer is built on a moral value, a strategic forum to place issues to work ,that offers freedom to be a part of it or not. This force pay against companies, force pay against VETS, and so on shows the lack of a moral building block within this Health Care Reform.
    What we offer is that, will, Lets use the AARP Health Care Insurance Company, and lets say that they have 30 million members.     California has a crisis of disabled and elderly dying and abused in out of home placements like nursing and group homes. Yet, there are families out here who are WILLING to care for their family members at home, which saves money! It’s cost effective! For example, If you go to YOU TUBE and look under kgaccount or type the words: autism seizures… or autism and self injury, you will see an American family was told it would cost the state of california over 23,000 a MONTH! to manage their severely autistic son due to his complex behavioral and medical issues. So, instead of an out of home placement, they keep him home and make the sacrifices needed, all while SAVING the government money by keeping him home. Shouldn’t families like this receive at least support without all the red tape? Look people…it’s not hard to figure out…by supporting people in their homes. the government is saving money so why the hell is arnold schwarznegger cutting IHSS services? Do you want severely autistic populations to go back into institutions that cost upwards of one million a year in some of these hard cases? Every American should support the care and protection of severely autistic or disabled or elderly populations in their homes when the family is willing to do it…these families need support. Wake up Democrats and Republicans. You obviously don’t get it. Please try.

    While over 46 million Americans remain uninsured and millions more underinsured, members of Congress receive health-related services that many in the U.S. will never see.

    Few would deny that a health care crisis looms large in the U.S. In a country with millions of uninsured and underinsured citizens, health care has become more a privilege than a right. Indeed, the United States remains the only industrialized country in the world that doesn’t guarantee health care to all its citizens.

    But this isn’t the case for members of the U.S. Congress. Representatives and Senators alike receive some of the best health care benefits in the country, much of it paid for with taxpayer dollars. Yet these same members seem unable – or unwilling – to extend similar protections to the rest of America.
    Federal Employees Health Benefits Program

    As soon as members of Congress are sworn in, they may participate in the Federal Employees Health Benefits Program (FEHBP). The program offers an assortment of health plans from which to choose, including fee-for-service, point-of-service, and health maintenance organizations (HMOs). In addition, Congress members can also insure their spouses and their dependents.

    Not only does Congress get to choose from a wide range of plans, but there’s no waiting period. Unlike many Americans who must struggle against precondition clauses or are even denied coverage because of those preconditions, Senators and Representatives are covered no matter what – effective immediately.

    And here’s the best part. The government pays up to 75 percent of the premium. That government, of course, is funded by taxpayers, the same taxpayers who often cannot afford health care themselves.

    More Health Care Perks for Congress

    And the Congressional perks don’t stop with the FEHBP. According to the article “Health care as good as Congress gets,” by John Barry, a staff writer for the St. Petersburg Times, “Members of Congress have their own pharmacy, right in the Capitol. They also have a team of doctors, technicians and nurses standing by in case something busts in a filibuster. They can get a physical exam, an X-ray or an electrocardiogram, without leaving work.”

    Although members pay extra for these services – Representatives pay about $300 per month, and Senators about $600 – taxpayers end up kicking in another $2 million. That’s $2 million not being spent on those who need it.
    House and Senate’s Health Care Legacy

    Despite the services that members of Congress receive at the taxpayer’s expense, they’ve done little on behalf of those who cannot afford or cannot get health care. The Oakland Tribune article “Congress’ wild health care ride” (January 7, 2008) reports that Congress’ attention is instead focused on the financial well being of pharmaceutical and insurance companies.

    To illustrate this point, the article states that, according to the Medicare Reform Act of 2004, Medicare is prohibited from negotiating with pharmaceutical companies for lower prices. However, not only is this negotiating power available to governments in other industrialized countries, it’s also similar to the power granted to the FEHBP, which itself is permitted to negotiate premiums and prices.

    It’s true that the U.S. Congress is talking up health care reform, but members of the House and Senate – both Republicans and Democrats alike – take millions of dollars in contributions from the health sector, which includes health providers, insurers, and pharmaceutical companies

    In the meantime, millions of Americans are receiving inadequate health care, and millions more could lose their health insurance at any time. Those who’ve managed to maintain their insurance have seen their rates go up and their deductibles rise. Many end up medically bankrupt. Yet throughout all this upheaval, one thing has remained steady – the health care coverage afforded members of Congress. If they’ve proven nothing else, they’ve shown taxpayers that they know how to take care of themselves.
